The mob has spoken. I just had a look at the results of my little survey. The date was a close-run thing, but the time, location and pants-optional issues have clear support:

The phrase is correct in common (but not formal) usage if the infinitive is implied. This is an elliptical phrase.
And the snoggers and floggers can then proceed up Granville Street to Max’s Leathers for all their snogging/flogging needs.
